DPF Cat DDO Dashboard

This dashboard shows key insights from Development Policy Financing (DPF) with Catastrophe Deferred Drawdown Option (Cat DDO) operations, which provide timely access to liquidity following disasters or public health-related emergencies, while supporting institutional and policy reforms that strengthen disaster risk management and enhance resilience.

The dashboard has been developed with the financial support from the Japan-World Bank Program for Mainstreaming Disaster Risk Management (DRM) in Developing Countries managed by GFDRR Tokyo Hub under the URL Disaster Risk Management GSG.

Designed to support knowledge generation and internal monitoring, this dashboard visualizes portfolio-level trends, core statistics, and patterns of policy reform from Cat DDOs. Data last updated: Loading.... The data will be updated at least semi-annually.

Distribution of DPF Cat DDOs by Global Department and Operation Type

  • Operations that include DPF Cat DDOs are evolving from standalone catastrophe-contingent financing operations to being increasingly integrated as part of DPOs and DPO series, offering a mix of upfront financing and catastrophe-contingent financing through a single operation.
    • Of the US$796 million committed to DPOs combining upfront budget support with the DPF Cat DDO instrument, US$250 million has been allocated specifically to DPF Cat DDOs.
    • This shift is reflected in the growing number of DPF Cat DDOs prepared under series of DPOs led by Economic Policy teams. In contrast, the Urban, Resilience and Land Global Department has primarily prepared standalone operations with a DRM-focused PDO and program which exclusively provide catastrophe-contingent budget support.

Climate Co-Benefits

  • On average, DPF Cat DDO financing achieves 63% climate co-benefits, driven predominantly by adaptation.
    • When implemented as standalone contingent-financing operations, DPF Cat DDOs are significantly more effective, achieving an average of 81% climate co-benefits.
    • In comparison, operations attain only 36% when integrating a DPF DPF Cat DDO into a DPO ("mixed DPO") that combines upfront budget support with catastrophe-contingent financing.
